Facilities Manager, Exeter Science Park

Exeter Science Park Ltd (ESPL) is the result of a vision to develop a Science Park at Exeter to facilitate the growth of innovative, fast-growing STEMM (science, technology, engineering, mathematics and medical) companies that exploit world-class research, create high-quality jobs, attract and retain talent, and drive productivity and economic growth.
ESPL is currently focused on becoming financially sustainable by 2021 based on owning, operating or providing facilities management services to a number of buildings that are at various stages of development:
- The Science Park Centre (30,000ft2) with café, meeting rooms and hot desking facilities that was opened in 2015.
- Three Grow-on Buildings comprising 27,000ft² were completed in November 2018.The buildings were pre let and after a range of tenant fit outs were fully occupied by April 2019.
- A fully-funded Open Innovation Building development (20,00ft²) currently in the design process (RIBA Stage 4) with commencement on site anticipated in February 2020.
By 2021, we expect around 700 high-value, knowledge-based jobs to be based at the Science Park. However, we are about to start planning for the next phase of growth requiring the development of around 180,000 sqft of offices, laboratories and other technology facilities which is expected to cost over £60M. We expect this to result in a further 1,500 jobs at the Science Park by 2027.
Meanwhile, individual companies are growing from hot-desk to small and then larger office suites in the Science Park Centre (SPC) before looking to relocate to the Grow-on Buildings or new Open Innovation Building.
Exeter Science Park is a really exciting place to work and this new role provides an opportunity to contribute to Exeter’s commercial development as well as to develop and build on a career in facilities management in a property development context.
The Company is pursuing the development of sustainable, state-of-the-art buildings with advanced technology and automation. You will be responsible managing facilities which will include analysing Building Management Systems (BMS) and configuration data in order to optimise the operational systems and provide an excellent service to clients. This activity is critical to understanding the buildings’ performance but also in informing the design and build of future buildings on the park.
This is a fantastic opportunity to bring your experience to bear and to develop the digital facilities management capability at the Science Park. On a day to day basis you will manage and monitor the data to ensure any risks and issues are escalated where necessary and addressed efficiently. Coupled with this, you will support the Head of Property in ensuring that all buildings owned by ESPL meet statutory compliance legislation and that processes are in place and documented to provide a clear audit trail.
Your role will be to manage the buildings and facilities management across the site. You will use your experience of working with others to manage cleaning contracts, fire alarm servicing, waste management as well as estate management such as grass cutting, gritting and signage.
The Company operates a project management discipline across all its functions and facilities management is no different. You will be managing projects which support the development of the site and ensures it runs smoothly and safely. As clients’ property and facilities requirements change, you will be running projects that balance both the needs of tenants and ESPL’s strategic estate management goals.
You will be supporting the project management discipline across the organisation using Prince 2 methodology and at all stages of the project from initiation through to closure. The CEO and Head of Property will rely on you to monitor project plans and budgets, prepare progress reports and liaise with key stakeholders as well as ensuring project risks and issues are properly documented. At the beginning stages of a project you will support the feasibility process by clarifying key project parameters such as timescales, cost and resources and at the end of a project you will ensure projects are adequately evaluated and closed and that outstanding contract commitments are fulfilled.
You are passionate about developing your career and your skill set in facilities management. You will be excited about getting involved in a range of activities in a start-up Company that has property development and management at its heart. Holding a relevant professional qualification would be an advantage. However, it is essential that you have a desire to study and train in this area, to gain and maintain a professional qualification.
Although there are plenty of opportunities to grow and develop in this role, you will have experience of working in a digital facilities management environment and with Building Management Systems. You will have excellent analytical and IT skills with the ability to manipulate a variety of data. This will be coupled with the ability to understand the data you are reading and act upon or escalate issues when needed. As well as using the data for operational reasons, you can also present data to stakeholders effectively and you will have experience of drafting reports and other documentation to support management decisions and your written and verbal communication is clear and concise.
You will be happy to take responsibility for your own projects and activities, while also supporting the broader project management discipline across the organisation, which will involve some project administration. You will bring experience of facilities management, ideally working in a property or construction environment. You will bring with you some experience of managing and successfully delivering small projects and have been able to demonstrate your ability to work within a defined budget to achieve this.
While experience of working in a customer facing role and having the ability to build strong working relationships is essential, experience of managing external contracts with suppliers of services, would be advantageous. Experience of working in a project management discipline would be advantageous but what is most important is your ability to be organised and your ability to work methodically as well as having a keen eye for detail.
