Exeter Science Park Ltd (ESPL) is the result of a vision to develop a Science Park at Exeter in the South-West of the United Kingdom to facilitate the growth of innovative, fast-growing STEMM (science, technology, engineering, mathematics and medical) companies that exploit world-class research, create high-quality jobs, attract and retain talent, and drive productivity and economic growth.
ESPL is currently focused on becoming financially sustainable by 2021 based on owning and operating five buildings that are at various stages of development:
- The Science Park Centre with café, meeting rooms and hot desking facilities that was opened in 2015 and is 90% full at the start of April 2018.
- Three Grow-on Buildings that are currently under construction and expected to be available from October 2018.
- An Open Innovation Building that is currently being planned, will become available around Q4 2019.
By 2021, we expect around 700 high-value, knowledge-based jobs to be based at the Science Park. However, we are about to start planning for the next phase of growth requiring the development of around 180,000 sqft of offices, laboratories and other technology facilities which is expected to cost over £60M. We expect this to result in a further 1,500 jobs at the Science Park by 2027.
Meanwhile, individual companies are growing from hot-desk to small office suite in the SPC, and then moving to larger office suites in the Science Park Centre before looking to relocate to the new Grow-on Buildings.
This is a really exciting time to be part of Exeter Science Park and this role provides an opportunity to put your own stamp on a crucial part of Exeter’s commercial development and be part of a growing management team.
Your main purpose in this role will be to provide strategic direction and leadership for the development and management of the land and property on the Exeter Science Park site and all asset and facilities management activities. As well as being responsible for the land and infrastructure development strategy, you will also play a role in negotiations between ESPL and its public and private sources of funding to deliver the development strategy and be responsible for the risk management process associated with the development of the land and the management of the physical assets.
As the key client interface between ESPL and professional consultancy teams, planning and transport authorities and building contractors, you will be responsible for making sure the ambitious building plans for the park are achieved on time and in full to ensure strategic business objectives are met.
A critical part of the role will be managing the property and infrastructure portfolio balancing several demands, from ensuring tenants requirements are met both in the short and long term through to managing the strategic Health and Safety requirements across the site and managing the estate service charge process to ensure competitiveness in the market.
On an operational level, and with the support of a small team, you will oversee internal building re-designs, respond to emergency and scheduled maintenance issues and manage the facilities across the Park. You will use your skills and experience to manage inhouse and outsourced property and facility management services, ensuring effective systems and processes are in place and contracts are effectively implemented and management.
You are energetic and passionate about working for a start-up Company and will be excited about the opportunity to lead the development and management of the land and property at ESPL and you are not afraid of getting involved in a range of activities which may not always fall in your professional area of expertise, including stepping in for the CEO when needed.
As a Member of the Royal Institution of Chartered Surveyors (or equivalent professional qualification), with significant post qualification experience, you will be able to apply your broad experience in property and estate management and delivering major commercial development and infrastructure projects, in a start-up environment. You can effectively manage projects and it would be an advantage if you were PRINCE 2 qualified or held another relevant Project Management qualification.
While experience of managing projects, systems and processes through external consultants and outsourced facilities management suppliers is essential, experience and knowledge of working with public and University sector stakeholders, as wells as securing public and private funding packages for infrastructure and property projects, would be advantageous. Although not a priority, we would be interested in hearing from you if you have experience of leading sustainable development methods on commercial property developments and/or knowledge of the Government’s industrial strategy and economic development programmes and their agencies.
You are comfortable managing project budgets and reporting on a risk management process to inform strategic and operational decisions. The Chief Executive and the Board will look to you for expert advice and guidance and you will feel at ease in talking about complex issues and risks and finding solutions.
You are naturally good at working with others, demonstrating calmness under pressure and an ability to challenge constructively and develop creative solutions to ensure strategic plans and tenant requirements are met. You will feel comfortable working with a range of different stakeholders who may have differing perspectives and empathetically approach these situations, showing patience and understanding with the aim of finding a solution that is right for the business.
